How can 2 users share Outlook Express

I have cause the Main Identity user to have the files in:
C:\Documents and Settings\All Users\Application Data\Microsoft

I also edited the registry to have the Outlook Express Store Root point
to that directory. I can as an admin use Outlook Express but another
user cannot.
Yet that user has complete permission with All Users. So what is the
secret ?
