NAT is unstable (being shut down by DirectPlay)

I am running into an issue with Windows 2000 NAT and the Public Interface
being shut down. At seemingly random times, on a Win2000 box running RRAS
NAT, all NATs will stop, and the error "The DirectPlay transparent proxy
detected network address translation (NAT) enabled on the interface with
index '2'. The agent has disabled itself on the interface in order to avoid
confusing clients. " will be generated in the event viewer. Until the
public interface has been disabled and enabled (through My Network Places
Properties), no NATing will occur. More Configuration information is
below...

*I have been able to "disable" DirectPlay by removing registry keys relating
to it and checking the results with dxdiag.exe. This does not solve the
problem. It only reduces the error messages seen in the eventviewer.
*I suspect DirectPlay isn't the only issue, since I still get the error "The
description for Event ID ( 34001 ) in Source ( ipnathlp ) cannot be found.
The local computer may not have the necessary registry information or
message DLL files to display messages from a remote computer. The following
information is part of the event: 33554434." at the same time as the
DirectPlay error and even with DirectPlay registry references removed.
*If MS Proxy is installed on box, issue is so bad that no NATs occur.
*Issue still occurs on a box running only the base OS and RRAS with no other
functions added besides NAT

RRAS enabled and the "Network router" wizard option selected
NAT selected as a routing protocol
Both Public and private interfaces added
NAT scope declared and static NATs entered on Public interface
NATing works perfectly otherwise.
