Creating a bogus COM port

Does anyone know how to create a bogus COM port with W2k and not have W2k
disable it? I can create the COM port, but 2000 just disables it when it
can't find the physical hardware. I would like to create the port as COM 4
but when I assign it I/O address 2E8, which I believe is COM 4, 2000 sets it
as COM 3. Why?

Clients on our network need to dial into remote servers. Instead of buying
individual modems for each user, we use modem sharing software, Winport, on
the network. Under NT 4 all works fine. We can setup a bogus modem and COM
port with no problem. Under 2000 this is not as easy. I can't create a
modem and assign it to any port I wish. It only seems to allow COM ports
that are active.

Does anyone know how to get this to work?
