TCAPI Traffic Control API

I am having trouble using the traffic control API. After my successful call
to TcEnumerateInterfaces, I make a call to TcOpenInterface. This call fails
with the error 1168 ERROR_NOT_FOUND, stating it can not find the interface
with the name provided by the successful call to TcEnumerateInterface. The
name in pInterfaceName matches exactly what is shown in Traffic Monitor. Any
suggestions?
