certificates in iis 5 windows 2000 server

I've tried to install certificates on my server. I've installed iis web
server, and certificate server. I then created my certificate as stand alone
root. I then went into internet web snap in, and to directory security tab.
I installed existing certificate, ie .. the one I just created, and set file
security as requiring ssl. I then went to https:// where my web server was
located..

you can see the error, but if you don't check it out, I get the message that
the server isn't available. if I go to http and the same file, then I get an
error that I have to use https. What am I doing wrong. I have the isapi
filter spifilt.dll installed, but that doesn't seem to work either. I
actually had this working at one time, when I first installed the server.
then for some reason it stopped working.
Please help!!
