We have a virtual directory on our website that provides access to
specialized resources to our clients.
This directory does not allow anonymous access and has the 'Integrated
windows authentication' on for our clients.
Our clients have been accessing these resources without any problem but
recently the directory on logon shows the page with following error:
The page cannot be displayed
There are too many people accessing the Web site at this time.
HTTP 403.15 - Forbidden: Client Access Licenses exceeded
Internet Information Services
Technical Information (for support personnel)
Background:
The server you are attempting to access has exceeded its Client Access
License limit.
I found a kb article
http://support.microsoft.com/default.aspx?scid=kb;EN-US;Q264908
this mentions that the problem can be resolved by applying SP2, which was
applied long back to server.
The kb article say that this problem should happen in the systems using SSL
that we are not using.
I wonder what is the problem, another interesting thing is if I logon to
this directory using a Windows 2000 administrator account, I can logon as
ususal.
But cannot logon using an accont which has the full contorl on this
directory.
The environment is:
Windows 2000 server
IIS 5.0
No SSL certificates.

In the Web Site tab in the middle frame you can set the number of
connections or allow unlimited connections.
If you are using Windows 2000 Pro you can only allow 10 connections (you can
allow higher but it gives ou a warning about voiding some warranty or
something)
for windows 2k server and advanced server you should be able to set then as
high as you want.
