application has to be active all the time?
Is there any way of downloading the data created by perf mont to my

performance of IIS using the Performance Monitor. You can get the slides

You can actually collect metrics from a remote server from another machine
(not the one that IIS is running one) so, you don't really have to transfer
the log after you are done with the collection process. You can also extract
the logged data into a comma separated file for analysis through Excel.
