I am running windows 2000 server with iis and I want to play media from an
external source through a sound card over the Web, is this possible, I can
play media from files, but have found no way to directly play it from the
Sound card

Wow, this is so not an ASP issue.
Look at MS Media Server, it may be able to do this for you.

You should install Microsoft Streaming Media Server which is part of Windows
2000 Server.
2000 Server.
You can add it via the Add/Remove windows components option in Control
Panel.
It does what you want I beleive.
