Windows 2000 Error <-> Delphi 5 & Paradox

I'm using Delphi 5, ISAPI DLL's,
PWS and Paradox.
Everything was OK until I upgraded from Windows 98 to
Windows 2000.
Now, I can't run my projects. This is the error message:

"Invalid Parameter.
File or Directory does not exist.
File: C:\WINDOWS\SYSTEM32\PDOXUSRL.LCK-
Permission denied.
Cannot access directory."
I guess something is wrong with Paradox now.
Its trying to use the C:\WINDOWS\SYSTEM32 directory,
any idea why?.
Error occurs when I'm trying to open SQL query.
I don't get an error if I'm opening the same query in a Windows
(non ISAPI) application.
Please, help.
