"RAS and IAS Servers" security group is missing

I've successfully migrated from Windows NT 4.0 domain to Windows 2000 AD. After installing the first AD member server as a RAS-node, I've noticed, that the default "RAS and IAS Servers"-security group is missing. I've found an article in the Microsoft knowledge base (http://www.microsoft.com/WINDOWS2000/library/resources/reskit/samplechapters/inbe/inbe_vpn_oeif.asp) with the following contents:

Verify that:
  • The RAS and IAS Servers security group exists. If not, then create the group and set the group type to Security and the group scope to Domain local.
  • The RAS and IAS Servers security group has Read permission to the RAS and IAS Servers Access Check object.

    Any ideas how to set the Read permission to the specified object and does the specified group has no pre-defined SID?
