I have the exact same issue using an Asus A7V133-C bios 1005, Leadtek
WinFast GeForce2 Pro 32MB, 1.4GHz Athlon, 1GB RAM and the Intel CS330
webcam. USB Printing works fine. I installed a 5 port OPTi 82C861
PCI to USB controller and the camera using Windows XP drivers works
great. This appears to be an issue with the Windows XP USB Streaming
driver or the VIA USB controller/firmware.

I have the same problem with the Asus A7V133-C motherboard, a Realtek
Winfast GeForce2 Pro 32MB card, 1GB RAM, a 1.4 GHz Athlon chip and an
Intel CS-330 camera. USB Printing is fine.

I added an OPTi 82C861 PCI to USB Open Host Controller using the XP
driver and the camera uisng the XP driver is flawless. There appears
to be an issue with the Windows XP USB Streaming driver and VIA or the
VIA USB Controller/firmware has issues.
