Ghost adapter for network connection

My ISP has a 2 hour shut out for my modem connection. I am unable to
reconnect without rebooting. In the Task Manager / Networking it
shows two network adapters present - one is non operational the other
shows as connected. The trouble is that neither of them are allowing
the passage of data.

I have this feeling that if the non operational adapter were closed
then a new connection would pass data.
Does anyone have a clue about this
