can't shut down, cd roms not working, diablo 2 installed 2x?

Since i installed XP my cd roms didn't want to read
normaly? I had to right click on a drive and go to
properties to get it to spin and then open it to see what
was in the drive to access it? It also dosen't want to
shut down! It sais shutting down and logingout but then
my pc restarts? I even updated my BIOS and no change? I
tried installing the VIA 4 in 1 driver wich is supose to
reinstall my bus ide drivers but they never wanted to
install? I would go to the device manager and go to
update my drivers and then I would make it search for the
proper drivers, I even pointed it to the right directory
and it said that no drivers for this hardware are in this
location??? I tried the setup and it still didn't work.
It is still slow on start up and shut down compared to
win9x or ME. diablo 2 shows up 2x in the add remove
directory I tried to un inst and re inst but no go?
This OS still needs alote of work I'm staying with my
buggy ME for a while it seems!!!
