All web-hosting use the same html quotes?

I want to publish my html webpage's


my webhosting gives problems with htm files or directories,
because I'm using characters like, spaces, plus, &, etc.

Is that problem with all web hosting?

My web pages are big and to change all these files and directories
is a huge work.
