Error 1904 Message When Trying to Redistribute MSSOAP1.dll via Visual Studio Installer?

Hello,

I have project that references MSSOAP1.dll. I have an installer built from
Visual Studio Installer. I have added all of the merge modules from Soap
Toolkit 2 and Soap Toolkit 3. The installer builds without incident.

However, when I run the installer, I receive the following error:


Error 1904. Module [file path...\MSSOAP1.dll] failed to register.
HRESULT -2147023782. Contact your support personnel.


Does anybody know why this is happening?
