Failed to Register ..\MSADDNDR.DLL

Dear Members Helping Members Volunteer,

I am trying to install Visual Installer 1.1 on Win2KPro but
I got:
------------------------------------------------------------------------
Setup Error Message
Failed to Register D:\Program Files\Common Files\designer\MSADDNDR.DLL

and When I try to register the file (MSADDNDR.DLL) manually
I got:
------------------------------------------------------------------------
RegSvr32
DllRegisterServer in D:\PROGRA~1\COMMON~1\designer\MSADDNDR.DLL failed.
Return code was: 0x8002801c

Question:
Is this a bug? in Installer 1.1? or is there something missing on my
system.
-- Previously I have install Visual Installer 1.0 and it was working.
I then try to install Visual Installer 1.1 but I get the above
error
message.

Try 1:

-------------------------------------------------------------------
I then try running Installer 1.0 and it was working when the
Visual
Installer 1.1 Setup Fail.

Try 2:

-------------------------------------------------------------------
I then uninstall Visual Installer 1.0 and try to install Visual
Installer
1.1 after that, Neither setup version work. and the above setup
error
message appear.

Try 3:

-------------------------------------------------------------------
I then try Dependency Walker to see whether something is missing,
but
there is no missing component.

System Information:

OS : Windows 2000 Professional (SP1)
IE : 5.5
MDAC : 2.6
COMPILER : Visual Studio 6 SP4 (Enterprise Edition)

File Information:

The Time Stamp of the file (MSADDNDR.DLL) was 04/06/2000 12:00am,
Size: 486,572K, File Ver: 6.0.81.69

Someone else found the answer to this.... After applying the fix, I could
install Studio and other software such as Palm Sync...

So this has a larger scope that just MSADDNDR.DLL..... I
