I'd like to separate the administration of the server, which is a security
and hardware task, from the administration of the Team Foundation server and
the creation of projects and work items.

Do I positively absolutely have to make a TFS Admin Console User a local
server administrator?
Isn't there a way around this via file system permissions or registry
permissions?
