Hello! Is there a way that I can correctly display diacritics in TOC? At
least in the major European languages, e.g., the Scandinavian ones, French,
etc.? Thank you.

Hello Marius,

HTML Help (HH 1.x) is a bit dated and does not support UNICODE. You can use
utf-8 for HTML pages with some limitations, but project files (HHC, HHK)
should be in some single byte encoding.
For further information please read following information:
http://helpware.net/FAR/far_faq.htm#unicode

You can edit a TOC file e.g. foobar.hhc with a plain text editor e.g.
Micosoft Notepad.
<LI><OBJECT type="text/sitemap">
<!-- param name="Name" value="How to jump directly from here
(e.g. VW)"> -->
<param name="Name" value="Umlaut TEST äöüßéè-ó®">
<param name="Local" value="http://www.volkswagen.de">
<param name="ImageNumber" value="13">
</OBJECT>

For German "Umlaute" in TOC and Index you can use software FAR. See:
http://helpware.net/FAR/
