HTML Help (HH 1.x) is a bit dated and does not support UNICODE. You can use
utf-8 for HTML pages with some limitations, but project files (HHC, HHK)
should be in some single byte encoding.

You can edit a TOC file e.g. foobar.hhc with a plain text editor e.g.
Micosoft Notepad.
