Is there and idiots guide to how to deploy a simple vsto addin?

I created and add in that did something (doesn't really matter what
for the point of this question).
Created a setup project using the default setup application within VS
for add ins
It works fine on my computer, when I install it on another the add in
is listed but disabled and not able to be enabled.
Next I created an addin that didn't do anything other than contain the
outline code that VS creates when you create a new project, try to
deploy - same behaviour

Next I downloaded the code from here

created the setup program and still the same effect

Any ideas what is going wrong?
