VS2008 Install problem error code 1603

I have having a ton of trouble trying to get VS2008 pro installed on my vista
home premium desktop. I have been searching through forums for days trying
to find a solution. I have already tried the following:

-Re-downloading the iso
-running a reg cleaner app
-granting full permission to
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Eventlog\Security\ServiceModel 3.0.0.0
-all of the relevant steps in the VS2008 readme
-running dotnetfx35.exe (also fails)
-installing the 2.0 framework (also fails)

find this key in registry:

right-click and change the permissions for your local account to FULL
