Unable to get global configuration data

Hello,

I am new in moving Team Foundation Server 2008 from one hardware
configuration to another. However, I tried to follow the step in the
manual that I got from the internet.

I had installed completed software required by Team Foundation Server
2008 and seems it should be really fine. But until the step browse to
http://localhost/reports I've got the error says: "Cannot connect to
the configuration database. For tips on troubleshooting this error,
search for article 823287 in the Microsoft Knowledge Base at
http://support.microsoft.com." and I tried to do something, I'm not
sure. Now I've got the error message says: "Unable to get global
configuration data"

Well, I tried to do the research the solution on the internet but
seems no help for me and I have no idea how to solve this problem.

Anyone has met the same problem and got the solution solved, please
help me for any idea.

It's really urgent for me to complete this task.
