Is it possible to use delay-sign on a certificate in such a manner that the
certificate can be delivered to a customer and then signed by their machine
to create an unbreakable certificate that could not be passed from machine to
machine yet would allow the customer access to the distribution.

Another way to ask this would be "Is it possible to create an end user
certificate that could be signed upon purchase of a product?"
