Edit Enterprise Library Configuration tool for EL 4.1

I just got Visual Studio 2008 and I want to upgrade to using Enterprise
Library 4.1 instead of 3.1 that I used to use. I installed the new EL 4.1
and that was fine, but when I went to rt-click on the web.config file to edit
it, the old (3.1) version of the Edit Enterprise Library Configuration tool
came up.

How do I change inside Visual Studio to be able to use the 4.1 version of
the Edit Enterprise Library Configuration tool? I thought it was just a
registry setting, but that didn't work.
