HTML Help data files are corrupt ...

I'm trying to (re)install my VS2008 help files because for some time now I've
been unable to access local help; i.e., I have to go to the remote help via
the net. When I attempt to install the MSDN Library (SP1) I get an error
dialog:

"Setup has detected that the HTML Help data files are corrupt and cannot
continue..."
I get this message when I attempt to install from the VS2008 install DVD and
also from a freshly downloaded MSDN Library install ISO/DVD -- so it must be
something on my machine?
Please let me know how to cure this problem?
