I also can't figure out how to place the origin. I'd like it to be in
midpage rather than on one corner.
Finally, I'd like to describe the "planets" as circles with positions
and diameters numeric inputs, rather than just dragging things around.
Finally finally, I need to draw only parts of an ellipse. I think I can
do that using unions and intersections, but I haven't tried it.
Any suggestions will be much appreciated.

in the Page Setup -> Drawing Scale dialog select Custom Scale and set the scale as
1 mm = 40000 mm or
1 in = 40000 in

As far drawing partial ellipses, yes, you can use ellipse and line tools and
then fragment. You can also use the Arc drawing tool.
