Depends upon the shape.
If you just want a skewed rectangle (as per your subject) then draw a rectangle with the
drawing tools (not the rectangle shape in the stencils), hover over it with the mouse,
after a second or so the shape will show small green handles at each corner and half way
along each vertex. Grab the corner handle and drag it to make one side of your
parallelagram, then repeat for the other vertex.
