when I print (an org chart) with a background, the background is smaller than
the printed page, leaving a small background-less border. Also, if text on
the background is in that area, it will not print. i conclude that there must
be a way to size the background independently of the foreground. Where do I
find those setting (for example I've looked under Page Set up and do not see
any options there)?

Interestingly, if I make a .pdf of the file, the background has different
border margings than if I print directly to a printer.

The background and the foreground are usually the same size. What you may be
seeing is the printer margins. To handle the paper, there is usually an area
around the edge of the paper where the printer will not print. Otherwise the
rollers will be smudging or getting gummed up by the ink. There are full
bleed printers that will print up to the very edge of the paper, but they
are not the standard and are slightly more expensive to be able to handle
the page without affecting or being affected by the ink.

makes sense - thank you. FYI, text will print 'in the margin' when in text is
on foreground, but is cropped at the margin when same text on the background.
Net net: the foreground page seems to be "bigger" than the background page.
Also, the background margins shift from right to left when formatted using
.pdf - go figure.
