Visio2KSP1+W2KSP1, start menu bug?

Would someone please help debug this issue? I am happy to post more
information and to perform some trial-and-error if you have suggestions.

I just finished installing Visio 2000 SR1 (clean install, I've never had
any version of Visio on my box before). I'm running W2K pro (final
retail version) with W2K SP1 installed. Every time I start Visio now,
the order of certain start menu items is altered. Specifically, a number
of folders (e.g. "Administrative Tools", "Napster", etc) are put at the
bottom of the menu. The set of folders moved is always the same, but I
can't see anything unique about them as opposed to other folders in the
start menu. All of the affected folders are in the All Users profile
(the actual path of the All Users profile on my machine is a folder
called "All Users.WINNT" since I reinstalled W2K before w/o wiping the

There have been other posts about this same issue, so it really sounds
like there is a bug somewhere. However, the problem isn't just as simple
as visio2KSR1 on W2KSP1 always exhibits this bug. I have other machines
with the same app and O/S combo and do not see the bug. I doubt that
Visio is explicitly performing operations on the MenuOrder values, but
sure seems to be doing something that triggers something else
(explorer.exe?) to screw around with the ordering.

Let’s get this fixed! Please post suggestions.

i have also noticed this bug, using visio2000pro on win2000pro. quite
annoying! any luck on finding a fix?

It seems that Visio 2000 starts the Windows Installer Service. This appears
to be what reorders the menu. I have fixed it once on previous install by
deleting some some of the *.msi files from the winnt\installer folder, but I
forget which ones. This also creates problems if you want to uninstall the
product or update it.

I wonder if MSoft is aware of this. It is an annoying "feature".
