Why does Ctrl+Z not undo an edit in Visio 2003?

I want to undo an edit (i.e. move a shape, delete text, etc) in Visio 2003
that in any other MS program Ctrl+Z would work. However, when I press Ctrl+Z
nothing happens. The pull down menu under the Undo Arrow button has a series
of "Set Formula"s. Can anybody help?

It sounds like something else is going on in reaction to your move or
delete. Perhaps an add-on is running. If you don't see the move or delete
in the undo list, you may want to increase the number of undo steps under
Tools > Options.
