Two hints: Wfwg install program do *not* have supplied drivers for graphics
and the networking. Trying to set up advanced graphics and to install the
network during the install phase is more or less a waste of time (unless you
have prepared install directories).
To install Wfwg the smoothest way under VPC, answer "do not install
networking" (or what the option is) during the install phase. Also, select
only VGA (640x480x16) or possibly SVGA (800x600x16). Do not try to install,
let's say Generinc SVGA 1024x768x256.
When Wfwg is running, without networking and with standard graphics, you can
install networking and the graphic driver; for this you will need the
specific drivers. S Jain has collected the two drivers on his web site:
http://www.essjae.com/VPC/virtual_pc_downloads.htm . Make sure you are
selecting *theese* drivers. Do not try to "auto detect", or using, eg,
network drivers that your host uses.
To get sound "quick'n'dirty" you can use the Sound Blaster 1.5 driver that
is included with Wfwg. The sound is not auto-detected during win311
installation; it's old school ISA and you will to supply IO port, IRQ etc.

I spent some time installing Windows for Workgroups 3.11 yesterday, and did
get it up and running at 800x600, with networking. I did run into a few
things during the installation that I'll pass along; maybe they will help
you.
I loaded MS-DOS 6.22 first, then the Virtual Machine Additions, since I
needed the CD-ROM drivers loaded so I could install my copy of WFWG 3.11.
Rebooted. I then changed my Config.sys file as follows:

I moved SETVER.EXE down so it wasn't the first thing loaded in the
Config.sys file. Then I changed the Autoexec.bat file as follows:

I remarked fshare.exe, and added MSCDEX.EXE so the CD-ROM would work in DOS.
Also moved Smartdrv so it loads after the CD-ROM extensions, allowing it to
cache the CD-ROM drive. Reboot.
Install WFWG, no printer, and no networking. Reboot.
After the reboot, check/edit your Config.sys file. What I found was WFWG
will use an older version of Himem.sys in the Windows directory, rather than
the one from MS-DOS 6.22. I'm wondering if a conflict is occuring between
the version of DOS you are running, and Himem.sys version in Windows. I
edited my Config.sys file as follows:
change:
DEVICE=C:\WINDOWS\HIMEM.SYS
to:
DEVICE=C:\DOS\HIMEM.SYS
I also changed the version of MSCDEX.EXE that was being loaded in
Autoexec.bat, since the version in DOS 6.22 was newer.
change:
C:\WINDOWS\MSCDEX.EXE /S /D:IDECD001
to:
C:\DOS\MSCDEX.EXE /S /D:IDECD001
Reboot.
Started Windows, and installed the updated video drivers. I've only been
able to get 800x600, 256 colors with SF (small fonts) to work on my computer
here at home. Any higher color resolutions would either cause a General
Protection Fault in Windows, or I'd get a text error when starting Windows;
something about the resolution not supported, and I'd have to change
resolution in the Setup program in the Windows folder.
For networking, as 'pml' suggested, install things one at a time. I loaded
the network card driver (the 21143 NDIS2 Unified 21xxx driver v3.0 from
Intel's site); using the driver in the WFW311 folder. After Windows shut
down, I did reboot the VPC.
Finally, I uninstalled the IPX/SPX protocol, and loaded TCP/IP after
downloading the drivers from Microsoft's site. Here's the link:

If the link wraps, do a search for article 111682. I saved the TCP32B.EXE
file, and extracted it to a floppy to install it in WFWG.
I'm not sure what else I can suggest; I'm running Virtual PC 2004 from the
MSDN subscription on Windows XP SP1. My host computer is an older PIII-850
with 1GB of RAM, and a basic ATI video card.
Hopefully these tips will help you or anyone else running Windows for
Workgroups 3.11.

That's where I did download the video drivers from, and I nabbed the
Technical Reference as well. Great site you have, very helpful.
I should have included in my post that my host XP machine is only running
1024x768, so I'm not sure how well I could get a "guest" to run at higher
resolutions.
I wonder how much video card memory the S3 Windows drivers thinks there
actually is? While the Virtual card has 8 Mbytes, the Windows drivers acts
like there is a lot less. Example; I can get 800x600 256 color depth to
work, but going to 32,000 color depth I get the following when starting
WFWG:

The selected display mode is not supported by your hardware configuration.
Run the Setup program to select a supported mode.

Something else to dig into.

Oooh, do I feel stupid...
Turns out, the 32K color setting isn't supported on the video card in VPC,
as per the technical reference. (D'oh!)
Just tried 800x600 64K color depth, and it works fine, and the 16M color
depth setting gives a low memory warning in Windows.

I tried 1280 x 1024 x 256c in the guest (host is 1024x768, vpc 5.2), and it
worked when running the guest in "window" mode; the window got scroll bars.

http://vpc.visualwin.com, because wfw311 installation is listed without any installation issues, and this is not correct, as I see the last days. Maybe your hit solve a lot of further problems.

Glad to hear you have WFWG up and running. As for screen resolutions, the
800x600 32K is not supported by the virtual video card; you can run the 256
or 64K without problems. The 16.7M did give a low memory warning when I
tried to run; I believe it's one of Windows graphic or display memory pools
that's running low of memory, and not RAM/System memory.
