Installing Windows 3.1

Anyone know how I can install windows 3.1 on virtual pc? I have virtual pc
2004 for PC. I have 3.1 install files on a ISO image and I only get so far
into the install program and it doesnt work. Do I need to get ms-dos? I
have msdos 7.1 which I have installed on the virtual pc but the 3.1 setup
routine says it doesnt recognize this version. Does anyone know where I
could say get 3.1 on some floppy images?. Anyone know of a website?

You should use DOS 6 or lower because that was what was
available when Win 3.1 was around. Win 3.1 is just a
shell that rides ontop of the DOS layer.

We had no problem installing 3.1 using diskettes under MS
