Authentication, Name and Password Required -- Why?

I'm really flummoxed.

I have WinXP Pro, IIS, and VInterdev 6.0 on my laptop. I just
installed WinXP Pro, IIS, and VInterdev 6.0 on my desktop. I believe I
did everything identically. I can create solutions without any
problems on my laptop. But on the desktop, I keep getting a Name and
Password Required dialog box (along with "Web application <Root Web>")
and I have no idea why. I cannot seem to figure out what the
difference is between the settings on my laptop and those on my
desktop.

How do I set VI on my desktop so that it does not ask for a Name and
Password each time I attempt to create a new solution?

I just noticed that "localhost" does not appear as an available server
on my desktop. It does on my laptop. Curiouser and curiouser.
