Visual InterDev crash on startup at splash screen

Visual InterDev starting crashing as soon as it is opened at the
splash screen. The splash screen loads and then immediately InterDev
crashes.

Here is the info from windows debugger. It looks like an access
violation on C:\WINDOWS\system32\xpsp2res.dll. Any ideas if this is
actually the problem and how to fix it?

I've tried reinstalling multiple times, I've tried deleting everything
in the C:\Documents and Settings\[user]\Application Data\Microsoft
\Visual Studio folder, and tons of other things.
