Excel 2003 crash on close - language related

We deployed Office 2003 with SP3 across multiple countries. When folks in
Europe set their locale to something local (like German) Excel crashes with
that non-informative error: Microsoft Office Excel has encountered a problem
and needs to close. We are sorry for the incovenience.

It doesn't much matter what they do they can exit excel. Even opening a new
file and typing in some bogus data as soon as they try to exit excel will
crash.
If they use English all is well.
I have read http://support.microsoft.colm/kt831900 which points to a problem
is using the beta version of MUI. We are not using beta anything.
Anyone ???
