Colesafearray and BYREF

The docs mention colesafearray can't create a BYREF. But can it access data
within one passed from VB?
In particular, I have a type 6008: a safearray of bstrs passed by
referenece.
I need to add some bstr text to the array and colesafearray doesn't seem to
work.
