No, that no longer applies to W2K (and above). The Platform SDK
documentation says "For operating systems prior to Windows 2000, you
can shorten the inactive period by adding the following information to
the registry."
If you're looking at this for testing a shell extension, then you can
often use the technique mentioned in the sub-topic "Running and
Testing Shell Extensions on Windows NT", to run instances of Explorer
as a separate process.
