Setup: "ERROR: Cannot start main setup program!" (URGENT)

I was able to install my developed software (visual basic 6) on every system
until now. My system is WinNt40SP3 with VS6SP3 and the target's system is
also WinNt40SP3.

During the setup, the error occurs, that it cannot start the main setup
program "setup1.exe".
This is a part of the file St6unst.001 (created by my setup; if wanted, I
can post the whole file!):

NOTE: Now spawning the main Setup program 'Setup1.exe'....
*** ERROR: Cannot start main setup program! (CreateProcess() returned error
code 0x000000C1H)
*** ERROR: (User Responded with 'OK')

What does this mean?
This is URGENT!

Are you SURE that you've given the correct error code here. It should be a hex
number. Is the 'H' correct?

I'm having the exact same problem on a win98 machine.
Previously I was able to install and uninstall the
program. I did thes many times in my testing.
Now on one particular Win98 maching I can no longer
install the program.
I get the Cannot start main setup program: ( CreateProcess() returned
error code 0x000000C1H)

I found a partial .cab file in the windows directory.
I deleted it and now installs are working normally again.
