As mentioned, your question isn't appropriate for this newsgroup, which is
for Visual Basic (that's what the vb in the newsgroup name means).
But the file is from Word 2007. Apparently, you have Word 2003 or older.
You must download a compatibility pack from Microsoft. This will allow Word
2003 to open .docx files. You can get it here:

(if that link doesn't work, go the Downloads at MS's site and search for
"compatibility pack".)
Another option would be to have whomever sent you the file save it in Word
2007 using Word 2003 format and resend it to you. The file should then have
an extension of .doc. (Simply renaming your file to have a .doc extension
won't work because Word 2003 still won't know the file's format).
