how to make a 640x480 gif streach on larger screen resolutions

Hello,
I have a background image on a form, it looks great at 640x480 but when I
run
the program on a computer with a larger screen resolution , my image looks
smaller
than the form outline, plus any clickable areas do not set on the correct
spot on the
bitmap. What do people do get around this problem? any ideas would be great.
