PDW - cannot find setup.lst during install

I sent a user a VB6-SP5 program packaged with PDW. The user is running
Win98se.

When he attempts to install, he get an setup error saying:
Setup cannot find 'C:\WINDOWS\TEMP\PKZOO.TMP\SETUP.LST' Setup is aborting.

The .cab, .lst & setup.exe are in \temp\ folder. I had the user run Disk
Clean & clear temp files & then restart the system.
Same error.

Any ideas what is going on with this? Suggestions?

Please close all other applications (esp. anti-virus app) before installing
and try it again. You can also download the FileMon tool and use it to
monitor all file access when the error occurs. The FileMon utility can be
found at:
