Microsoft .MSG File Format?

I have found alot of links mentioning the .msg file format.

However, I would like to create some .msg files, and I am wondering if
MicroSoft pulbishes the message file format anywhere?

I have already looked on

http://www.wotsit.org/

to no avail.

If anyone knows the whereabouts of a description for the message file format
that would be great!

I have been hoping that MS may have published a white paper on the file
construction.
