DBF files have no standard encryption method.

As far as I know, there is no built in encryption in VB. There must be some
custom code doing the encryption. The only way you can write a decryption
program is by looking at the original VB program's source code.

I think it depends how the file was initially encrypted.
Are you interested in sharing encrypted DBF files? If so, you may wish
to take a look at NetLib 32-bit Dynamic Encryption Toolkit. It lets you
encrypt files in VB.
There is also NetLib for Clipper and FoxPro. If you wish, you can
encrypted DBF files in one of those platforms, and open it up with
via NetLib 32-bit Encryption.
