Test failed at step 8 (Creating 3D Device): HRESULT = 0x8876086c (error message)

I receive the following results from the display tests in
the DirectX Diagonostic Tool:

"DirectDraw test results: All tests were successful.
Direct3D 7 test results: Failure at step 8 (Creating 3D
Device): HRESULT = 0x80004005 (Generic failure)
Direct3D 8 test results: Failure at step 8 (Creating 3D
Device): HRESULT = 0x8876086c (error code)
Direct3D 9 test results: Failure at step 8 (Creating 3D
Device): HRESULT = 0x8876086c (error code)"

I have just installed: 1st: the newest Driver from NVIDIA
for my GeForce 4 MX SE 64MG 4x AGP video card, and then
2nd: updated to DirectX 9.0b runtime which I first
received from the Windows Update Site, and then downloaded
from the DirectX homepage and tried reinstalling (and got
the same errors again). I have not disabled Direct 3D
infact the disable option is available in the diagnostic
tool so it is enabled. Worst, everything was working just
GREAT before I decided to see if the updates would make it
even better and took the above actions (which I now
regret).

I have:
Microsoft Windows 98 4.10.2222 A
Clean install using Full OEM
IE 5 6.0.2800.1106
AuthenticAMD AMD Duron(tm) processor
256MB RAM
72% system resources free
Windows-managed swap file on drive C (1592MB free)
Available space on drive C: 1592MB of 9748MB (FAT32)
Available space on drive D: 15800MB of 19530MB (FAT32)
A NVIDIA GeForce 4 MX SE 64MG 4xAGP video card
Sound Blaster Live! 5.1 sound card
Visual Studio Enterprise with Visual C++ is installed
(minimal install, no MSDN)
Java SDK 1.4
(I am a computer science student, and all these things
were installed before this update and problem)

Any suggestions would be appreciated. I see other posts
on this issue, but no resolutions.

I have the same problem with my PNY Geforce4 Ti 4200 card. It all
started after installing DirectX 9.0b, I would get random lockups in
3D mode. So I installed the latest Nvidia drivers, and get the error
you are seeing. Going back to older drivers only gives the lockups.
The system was running great before the DirectX 9.0b. I hope somebody
comes up with a patch or workaround.
