Resouce File and Localizing

I am programming with VB5.

And I was told that I can localize my application by means of resource file
without re-coding and re-compiling.

It works fine during the development on my machine. But after I creating the
distribution disk set, I can not find the resource file!

Then the question is: how can I localize my application now?
