I got a customer who's working on a VB application that needs to run
unattended and send email alerts/alarms. By default when it sends an email
the windows firewall jumps into action and ask the user who isn't there for
permission to access the internet.
Is there a good way to prevent this? They don't like the idea of adding an
exception to the firewall because they would have to convince many many IT
people that this is a good idea.

Simply answer, Ask the IT people how to solve the problem since they have
imposed it!!
If you need unattended email sending then the IT people need to address the
problem, If you find a way around the warning then you will risk the IT
people complaining and possibly reporting YOU for breaching their security
systems.
