property pages show up when they don't have to

It seems to be a VB bug, but I want to be sure.

I had three property pages in my control, the three were selected in
PropertyPages list of the Usercontrol.

Now I added another property page, but it is not selected there, so when the
programmer clicks on "Custom", only the other three property pages are
displayed.

I use this new property page for a new property. So I went to the "Tools",
"Procedure Attributes" menu, and selected to show this new property page for
this new property.

All OK... all OK if the programmer after making any change clicks the "OK"
or "Cancel" buttons, but if the "Apply" button is clicked, that property
page closes and the other three pp show up.

Why?

I have not installed the SP6 because I don't want it as a requirement to use
my OCX (I mention that because may be this is a bug that is fixed in SP6).
