Can't enlarge form

I've been using VB since version 1 and have never seen this one before:

I am writing a program which has a form which is bigger than the screen I'm
working on. When I first start up VB6, I can click and drag the form's edge
(inside VB6) to the full size needed, but after a while, it will snap back
to a smaller size and I can't enlarge it with click-drag anymore. If I enter
the larger width/height in the Properties window, the number reverts back to
the smaller size.

When I run the program, I can set the form to the size needed, but I have no
way of working on the right side or bottom of the form to which it will no
longer expand. I have the same problem even if I drag VB6 over to a much
larger 2nd monitor.

If I restart VB6, it may allow me to stretch the form, but it will quickly
revert back to the smaller size. I'm wondering if I have accidentally set
something in VB6 which is causing this, or if it just a bug. I'm using Vista
Home Premium.

Windows limits window sizes to a little larger then the screen workarea.
There is no way to turn this off and it effects all windows equally.

This makes a lot of sense as you can't really use a window bigger then
the screen..
