mscomctl.ocx installs "MS Office Pro 2007 Hybrid"

If I create a dirt simple program application in VB6, and include the
MSComCTL.OCX, and then put a status bar on the form (nothing else, no
code even), once I run this on a system in WIndows 7, the installation
for "MS Office Pro 2007 Hybrid" occurs.

In fact, depending on the operatng system different flavors of MS
Office are attempted to be installed upon running my simple VB6 app.
I found if I replace MSComCTL.OCX with comctl32.ocx this issue goes
away.
I also noticed that if a user is an administrator, this issue doesn't
seem to appear in WIndows 7. However, once a guest or a non-admin
account is used, wammo the problem comes up.
Does anyone have a clue as to how to resolve this intensely annoying
issue?
