My scanstate command is:
scanstate c:\temp /ue:*\* /ui:domain\username
Then I copy usmt3.mig to a network location, h:\folder1\USMT3
My loadstate command is:
loadstste h:\folder1\ /ue:*\* /ui:domain\username
I've also tried:
loadstste h:\folder1\USMT3 /ue:*\* /ui:domain\username
loadstste h:\folder1\USMT3\usmt2.mig /ue:*\* /ui:domain\username
Even running loadstate from a DOS prompt, I get, "Unable to restore the user
state from the given location.Please make sure that a valid USMT store exists
and that you have read permissions." Sometimes, I have gotten an error that
I am attempting to either decrypt a file that has not been encrypted or that
I am trying to uncompress a file that has not been compressed.
I am logged in with local Administrator permissions.
Any ideas?

if your loadstate command is
loadstate h:\folder1 <... other commands>
and folder1 looks like "folder1\usmt3\usmt3.mig" then you should be ok - run
this again with /v:13 and post the error you get
also post the command line from the log file as well
Is your mapped h: drive mapped to folder1? if so just call h:\
I just realized a typo in my own command line!
I'll correct it, Rerun it and post the results.

/ue:*\* /ui:domain\username
Then I copy usmt3.mig from C:\temp\usmt3 to h:\username\usmt3.
Then to test, I open a DOS prompt on the target PC and navigate to
h:\refresh\scan and run:
loadstate h:\username /c /v:13 /i:miguser.xml /i:migsys.xml /ue:*\*
/ui:domain\username.
I am logged in with administrative privileges.
One of the errors I am getting is "Inconsistency detected: Store is not
encrypted but user is supplied the key to decrypt."
