Error launching Outlook 2007 after running LoadState

Hello,

I am migrating from an XP Pro SP3 machine to a Win7 machine using USMT4.0.
The ScanState and LoadState executables completed successfully. After I ran
LoadState on the destination machine, I rebooted it. After logging into the
destination machine, I ran into problems upon launching Outlook 2007 (fyi -
the source machine was running Outlook 2003). Note: I logged into the
destination machine as a first time user whose data/settings were transferred
via USMT.

When I launched Outlook, I was presented a dialog box that lists the
Microsoft Exchange server and the Mailbox. The text at the bottom reads:
"Once the names have been checked and are underlined, click OK."

After clicking OK, this message displays: "Changes cannot be made while mail
is running. Logoff and try again."

After logging off and logging back in, Outlook launches without problem.

However, this transition is not as smooth as we need it to be for our
deployments. We want to be able to launch Outlook seamlessly without going
through any extra effort. I’ve noticed that this doesn’t happen for all
migrations performed with USMT – it happens sporadically. There are some
migrations where Outlook is launched without problems. Why is that? What is
the root cause of this behavior? We want to be able to see Outlook launch
without any glitches and unnecessary logoffs.

If I were to click ‘Cancel’ in the first dialog box, I get presented with
this message: "Cannot start Microsoft Office Outlook. Cannot open the
Outlook window. The set of folders cannot be opened. The file
C:\Users\aswearin\AppData\Local\Microsoft\Outlook\outlook0.ost is not an
offline folder file."

Why is Outlook creating an ‘outlook0.ost’ file? I’m not sure what is going
on here. Any help would be greatly appreciated.

This is my LoadState command (again, the LoadState worked successfully):
